Skirting is the panel enclosure around the base of a mobile home that hides the piers and keeps animals and debris out. A roof-over is a new roof built over the original, often aluminum in this area. Both are common upgrades on Charlotte County homes, and roof-overs need a permit.
When should skirting be repaired or replaced?

Skirting should include vents for airflow under the home and an access panel for service. Leaving it vented helps reduce moisture underneath.
Do roof-overs and carports need permits?
Yes. Charlotte County requires a building permit for carports, sheds, additions and aluminum roof-overs on mobile homes. Florida rules also require that repairs and remodeling of a manufactured home's roof, walls, floor, windows or exterior doors use materials and design equivalent to the original construction.
What about storm damage?
Skirting and carports are often the first things damaged in a storm. After Hurricane Ian in 2022, which made a second landfall near Punta Gorda, and after Charley in 2004, many owners needed skirting, carport and roof work. Document damage with photos before repairs for insurance.
